please, I have pool and jacuzzi, need info on maintenance and upkeep, know nothing, need help!!!!!!!!!!!!!!!!!

jacuzzi is indoor, pool is heated and outdoor. heater does not work that I know of, how do I treat and keep water from getting gross....know about skimming out crud, need maintenance and chem. guidelines. Anyone with any suggestions? cannot afford service for this.
